January 27th, 2021 - Emergency Childcare for Health Care and Front Line Workers

The City of St. Thomas has been approved by the Province of Ontario to offer Emergency Child Care for school age children (3.8 – 12 years of age).  This service is funded by the Province of Ontario and is being provided at no cost to families to support families during the remote learning during the current lockdown.

We are now accepting application from families in need of Emergency Child Care. Locations for School Age Care are still being approved and will be posted once approval from the Ministry of Education has been granted. We have care in 4 locations in the county.

Emergency child care services are reserved exclusively for the children of essential workers, as defined by the Province of Ontario. Parents/caregivers must have exhausted all other child care options and be working outside the home. School Age care will only be provided for the dates during which you are required to be working on-site, as approved by Children’s Services.

Emergency child care in St. Thomas-Elgin is currently prioritized for front-line health care workers and front-line workers. The complete list of eligible workers can be found on the application form.

June 15, 2020 - Memo regarding reopening of childcare 

In 1999 the provincial government transferred the responsibility for the management and delivery of child care services to municipalities. St. Thomas-Elgin Ontario Works became the municipal agent responsible for the delivery of child care on January 2, 2000.


It was at this time that both the Vision and Guiding Principles for the new Elgin County child care system were created.
