Water Reclamation Facility 2

The City of St Thomas is undertaking a Municipal Class Environmental Assessment (MCEA) study to address the recommendations of its recently completed (December 2023) Water Pollution Control Plant (WPCP) Master Plan.  The intent of this study is to identify, evaluate and determine the best location for the recommended Water Reclamation Facility (WRF), and Sanitary Pumping Station as well as the routes for a new sanitary forcemain. Alternative treatment technologies are also being evaluated. Refer to Map 1 below for the Alternative locations (WRF Site 3 was recommended at PIC#1) and force main (FM) alternative route 1 was selected and presented at PIC#2.

The Process
The study will be completed in accordance with the Ontario Environmental Assessment Act and will follow the MCEA Schedule C requirements (Master Plan Approach #3) of the Municipal Engineers Association Manual (March 2023).
How to Get Involved

A Public Information Center (PIC) was held on September 25th from 6:00pm to 8:00pm at 80 Wilson Ave (Memorial Arena). The first PIC was held on May 29th. The purpose will be to summarize what was discussed at the first PIC, review the alternative design concepts to address the problem and opportunity statement and identify a recommended design concept.

An executive summary of the environmental study report was prepared and submitted for council’s contemplation on December 2nd, 2024.  The executive summary is consistent with recommendations put forth in PIC #1 and 2. Please click here to see a copy of the report.
