Parking enforcement is undertaken by By-Law Enforcement staff from the Environmental Services Department and by St. Thomas Police Services. Parking regulations are detailed in the Traffic and Parking By-Law 45 - 89.
Municipal Parking Lots and Downtown Core Area
Continuous parking enforcement in municipal parking lots and in a limited downtown core area is undertaken by By-Law Enforcement staff. Parking regulations are covered under By-Law 45-89 and state that a vehicle is allowed two free hours to park in an authorized parking spot. If two hour parking in a municipal parking lot is insufficient, an all day permit can be purchased via the HONK mobile app.
Other Areas of the City of St. Thomas
By-Law Enforcement staff undertake parking enforcement, by complaint only, in areas outside of the municipal parking lots and downtown core area. These areas are generally limited to five hours of continuous parking by a non-commercial motor vehicle. There is a limit of two hours for a commercial motor vehicle of less than a rated gross vehicle weight of 10,000 lbs.
Overnight Parking/Winter Months
Notwithstanding the purchase and proper display of an Overnight Parking Permit, no parking on any city street is permitted between the hours of 2:00 a.m. and 6:00 a.m. from November 15th to March 15th of the following year. Overnight Parking Permits are available online upon payment of an annual fee of $84.75.

Parking Ticket Review Request
For a parking ticket issued by By-Law Enforcement staff from the Environmental Services Department, a cancellation under certain circumstances may be requested by utilizing a ticket complaint report found at the Customer Service Counter.
