
The Ontario Ministry of Transportation has issued a Notice of Project Update for the Highway 3 Municipal Utility Relocations project (GWP 3025-25-00), a key early component supporting the future twinning of Highway 3 through St. Thomas and the Talbotville Bypass.
This project includes the relocation of municipal utilities and storm sewers within the Highway 3 corridor, as well as along several municipal roads, including Hughes Street, Woodworth Street, Flex O Lite Road, Burwell Road, Gaylord/Harwill Road, and Harper Road.
Construction is anticipated to begin in June 2026 and be completed within the year. The work will occur in two stages and will require temporary full closures of Highway 3 between:
-First Avenue and Centennial Avenue (Stage 1)
-Wellington Road and First Avenue (Stage 2)
Temporary closures of some municipal roads may also be required. Signed detour routes will be in place, including routes along Wellington Road, Ron McNeil Line, and Highbury Avenue South/Centennial Avenue.
This work is being carried out as a Group ‘B’ project under the Class Environmental Assessment for Provincial Transportation Facilities.
